Rising Sun/Waning Moon Manic Emu

Hello,I am attempting to run Rising Sun on Manic Emu, but I cannot figure it out. The instructions on the forum to download it do not align with what is in the folder to download. https://ift.tt/inysU0Y created a folder in Manic Emu->load->mods-> 0004000000164800->romfs-> & put the data & a folders in there as well as changed the name of the folder for Sun. When I load the game it doesn’t load the rom. I see that a lot of rom hacks have a code.ips file but the files provided on the download don’t have them. Looking for any kind of help on this.
